TVT Media Blitz

Reeve Rob Rainer taking advantage his position as Reeve with instant access to media, TVT residents, radio interview and press releasees is desperately trying to justify his and Council actions with no relevant facts.

Reeve Rainer emphasizes the harassment of employees. The public exposure of TVT Staff misconduct and malfeasance could have been handled through the complaint procedure. The complaint procedure was used multiple times. He and his Council actively support TVT Staff lying the public, knowingly issuing false reports, interfering with elections, supressing Councillor misconduct in Council session, He talks of the existence of a complaint policy to deal with complaints. Had TVT Council dealt effectively with complaints, performed their legislated duties to oversee actions of staff and ensure openness, transparency and accountability occur in TVT, none of this public display would have happened. 

This Council has made no effort to enforce in any manner the TVT Employee Code of Conduct or demonstrated evidence of false reports, minutes and in full knowledge of the falseness of TVT CAO Mabo.

If a resident is unhappy with the result of their complaint, they are told they can appeal to the Ontario Ombudsman. The ado this with full knowledge that the Ontario Ombudsman will not sanction elected officials or employees under their control. TVT ignores Ombudsman recommended practices and direct communication condemning having the dual role of Solicitor/Integrity Commissioner.

Election.

There was a  problem in 2018 with regard to Clerk Amanda Mabo calling a campaign worker informing her that she was violating the Municipal Elections Act by calling people in their residence. Amanda Mabo fabricated and falsely quoted legislation to justify her action of contacting the campaign worker of Judy Farrell. What kind of person would do this? What kind of person would endorse this action?

This Council refuses to act on this and ,in fact, states it has full confidence in CAO Mabo.

What kind of Council endorses this action? How can anything CAO Mabo publishes, approves or advocates can be believed? Her action was intentional, to justify her action and to coverup her unlawful interference. There is a litany of other types of misconduct that can be debated. There is no ambiguity n this instance.

Administrative Staff Compensation increase.

The study had to do with pay classifications and scales. Closed meetings of this violate Ontario Onbudsman guidelines. Councillor Andrew Kendrick asked for a copy of the entire study and was refused. The question is not that the raises were or were not justified. It has to do with the concealing of the study. 

TVT Integrity Commissioner. 

The 2025 report states there was one complaint. There were three. The three complaints with file numbers and dismissals required 17 pages of correspondence. The complaint with references are available here. The TVT Integrity Commissioner annual report portrays a false image of TVT. Three complaints have been disclosed to this site.  How many others are hidden?

With regard to dismissal three. TVT Integrity Commissioner only accepted CAO, Amanda Mabo’s narrative. He consulted no other witnesses. He effectively discounts the testimony of three TVT residents. He states no action to be taken because TVT Deputy Reeve apologized. There was no apology, no mention in meeting minutes of the incident or the apology. This Council approved the meeting minutes. Council denied a complaint as to the accuracy of the meeting minutes. Council has actively participated in the coverup of gross Councillor misconduct. 

Legal fees.

Actual comparables with other municipalities are available here. TVT publishes AMO rural guidelines for legal fees. The point I raise is that TVT Integrity Commissioner/Solicitor is the direct beneficiary of the litigious nature of TVT, which over a seven year period has billed 250% higher than comparables. Link

Complaints

Many other residents have made complaints. Not one has ever been affirmed.

One, in 2022 received no response other than Rob Rainer an unproductive phone call, no written response is a violation of the TVT complaint bylaw.There was no written response the allegations.
